Language Proficiency in English
It is mandatory for non-native English speaking international students to submit proof of language proficiency. You must have the appropriate standardised English language test scores (TOEFL or IELTS exam). Despite meeting the minimum mandatory points requirements for the DLI ELP, an applicant may still be rejected for a student visa to Canada if he does not satisfy the program requirements.

What to Do After Refusal of Canada Student Visa?
Discover the reason why your visa application was rejected first. You will receive a refusal letter from IRCC if you have been rejected for a study permit, visitor visa, work permit, permanent residence, or any other type of application.
However, the refusal letter consists of only basic information with generic phrases to indicate why you were not approved. Your refusal letter does not specify why the officer refused your application in this particular case.
If the officer wrote a note about the grounds for refusal, he or she would provide more details about what went wrong with the application and how to improve it the next time around. Due to the lack of a fast and efficient appeals process, handling a study permit rejection is tough. If a study permit application is rejected, the applicant has three options:
#1. Reconsideration request: An immigration officer is required to reevaluate and reconsider the initial decision. If the request is accepted, there is very little scope for reversing the rejection, even if it is not obliged to entertain such requests.
#2. Canada’s Federal Court appeal: The appeals process may be a better option for impartial assessment of the decision and reversing a rejected claim that was improperly interpreted, but it is a costly and time-consuming process. The matter may take up to twelve months to be decided by a judge. Even then, the judge is not authorised to modify the decision or approve a study permit.
#3. Send in a new application: This is probably the least favourable of the three options. An incorrect refusal can then be used as a basis for future application rejections as well. A reapplication effectively makes a mistaken rejection part of the record, so any correction must be made explicitly in the new application.
The application may seek information regarding the reason for its rejection through a request for Access to Information and Privacy (ATIP). Officially, these requests must be processed within 30 days, although it may take much longer.
